Who this service is for

New and existing U.S. interstate property carriers, including owner-operators, with a standard CDL or non-CDL driver file. The base price covers one carrier, one driver, up to 75 supplied pages and inquiries to up to three prior DOT-regulated employers.
Contact us before paying for passenger, hazardous-materials, intrastate-only, medical-variance or other unusual cases, more than three prior DOT employers, or an urgent audit deadline. We confirm fit and quote additional work first.

A simpler way to get your MVRs

You can request a business account with MVRCheck or use another suitable provider. You order and pay directly, then keep the actual reports in your carrier DQ records. WHP gives you the state/report checklist and tracks your confirmation of receipt and retention. We do not need a copy of your MVR.
Confirm the driver reference, licensing state, report type and date, where the report is retained, and who confirmed it. For an annual review, the carrier reviews the record and completes the review note. Our index labels these items “Carrier confirmed — not inspected by WHP.” An order receipt alone does not establish that the report was received.
MVRCheck is an independent option, not a WHP ordering account or partnership. Business approval is required; its published signup criteria include a company-domain email and verifiable business presence. Prices and delivery times vary by state and report. Exactly what you receive

01

Driver application

We prepare the application from the driver's information, flag missing history and provide a copy for review and signature.
Your part: The driver supplies accurate history and signs. Include three years of employment history and the additional seven years of commercial driving employment when required.

Initial driving records (MVRs)

We identify the licensing states and report types needed, provide ordering guidance and track your confirmation that each required MVR was received and retained. We do not obtain, inspect or evaluate MVRs.
Your part: The carrier opens its own provider account, completes required authorizations, orders and pays directly, and retains the actual reports in its DQ records. Confirm the driver reference, state, report date and storage location. An order receipt alone is not confirmation of receipt and retention.

Prior-employer inquiry package

We send safety-performance requests to up to three prior DOT-regulated employers, follow up twice and document responses and attempts in a separate restricted folder.
Your part: The driver supplies employer contacts and required consent. Responses depend on the former employers. Nonresponse remains documented; it is not treated as a successful verification. Clearinghouse queries and drug/alcohol program administration are separate carrier responsibilities.

Road-test evidence

We supply the road-test form and certificate for completion, or organize an eligible equivalent accepted by the carrier and record which route was used.
Your part: The carrier arranges the test with a qualified evaluator and supplies signed evidence. WHP does not conduct or certify the driving test. A CDL is not an automatic substitute in every case.

Medical qualification evidence

For CDL drivers, we identify the applicable medical-status MVR requirement and record carrier confirmation; WHP does not inspect the MVR or verify its medical-status contents. For non-CDL drivers, we organize the applicable medical examiner certificate and examiner-registry verification note.
Your part: The driver obtains the exam. The carrier verifies applicable CDL medical-status evidence and retains it, and supplies applicable non-MVR documents for preparation. Medical variances and unusual cases require scope review before purchase.

Annual MVR and review paperwork, when due

We track carrier confirmation of annual MVR receipt and retention, prepare the carrier review form and record the next due date. We do not inspect or evaluate the driving record.
Your part: The carrier orders and pays for the MVR, retains it, actually reviews the record and completes the review note. Future annual service and monitoring are not included.

Organized file and a clear list of gaps

You receive an indexed digital preparation package, a separate restricted investigation folder, editable WHP-prepared forms, a missing-items report and renewal dates. MVRs remain with the carrier; the index records their carrier-reported location and labels them Carrier confirmed — not inspected by WHP.
Your part: Retain the actual required MVRs with your DQ records and combine them with the delivered paperwork. Carrier confirmation is not a substitute for the report or an independent WHP verification. Pending or unresolved items remain clearly labeled.

Handoff and corrections

One 20-minute handoff and one consolidated correction round requested within 14 days of delivery. We correct our own preparation errors without an additional service fee.
Your part: Review the delivery and send one consolidated list of corrections. New drivers, new history and additional work require a separate agreement.

How the work moves forward

1. Purchase and intake. Pay once through Stripe. WHP checks the order, confirms the file fits this scope and arranges the intake and document exchange. Do not put Social Security numbers, license images or medical records in checkout or ordinary email.
2. First package. Within three business days after payment and complete, accepted intake, we provide the initial forms and gap list. Employer requests begin within two business days after required authorization; follow-ups are scheduled five and ten business days after the first request.
3. File and handoff. Final assembly is delivered within three business days after all closing evidence is received. Outside response times are not guaranteed. We keep the case active for 30 calendar days after initial-package delivery; if items are still outstanding, we deliver the available work and an open-items report and discuss next steps.
Our service schedule does not extend a carrier's regulatory deadlines or authorize a driver to operate.

What remains with the carrier

You decide whether to hire, retain or dispatch a driver, evaluate driving records, sign carrier reviews and retain the records. The driver supplies truthful information and signs their own forms. WHP prepares and organizes the paperwork; we do not make hiring or driver-qualification decisions.
The $99 service does not include medical exams, road tests, drug/alcohol testing, Clearinghouse queries, consortium enrollment, ongoing monitoring, future annual updates, audit representation, or an app subscription. We do not guarantee a completed file where evidence is missing, or guarantee an audit result.
Employer investigations are kept separate from the ordinary DQ file. Any required drug/alcohol or Clearinghouse work is identified as an outside task. We use only authorized record sources and obtain the required releases before requesting protected information.

Price, cancellation and your records

The preparation fee is $99. You order and pay for MVRs directly through your own approved provider account. WHP does not collect MVR fees or handle the reports. Your paid, unrefunded $30 WHP review of the same carrier and driver file is credited in full, with no expiration.
Cancel before the initial package is delivered for a full preparation-fee refund. After that package, $60 of the total service fee is earned; after final delivery, the full $99 is earned. Approved, nonrecoverable outside record costs are separate. We issue any unearned-fee refund within five business days. If we cannot accept your case, we refund the preparation payment in full.
A prior $30 review credit counts toward these milestones: $30 of the additional $69 is earned at the initial package, and all $69 at final delivery. Our preparation errors are corrected without charge. An incomplete interim package is not a final-delivery milestone.
Keep your delivered files in the carrier's controlled records system. WHP will agree the secure exchange, authorized recipients and retention arrangement with you before receiving sensitive documents. We do not sell driver records or make them publicly accessible.
